This project is part of road modernization, funded by the State and the European Investment Bank (BEI) with the main mission to decongest the Rocades X2 and X3 and to link Road X, X20, El Menzah 9, El Manar 1 and 2, the Ennasr Cité, El Menzah 1 and 2, El-Mnihla, socket.
It is a 2.6 km long road in twice two lanes, which will see, depending on the study, the passage of 50 thousand vehicles per day. The X4 has three bridges in addition to an interchange which will be built between the X2 and the X20.
The first bridge, 216 meters long, at the Malaga crossing, should facilitate road traffic between Route X, El Menzah 9, El Manar 1 and 2 or in the direction of El-Mnihla and the Cité Ennasr. The second bridge, 70 meters, connects Route X to the gardens of El Menzah 1 and Gardens 2 and El Menzah 9. The third, 70 meters, should facilitate traffic for the inhabitants of El Mnihla, the gardens of El Menzah 1, 2 and El Menzah 9.
