The head of government announced, this Wednesday, a program of 13,400 social housing units for the year 2026, marking a major turning point in the national social housing policy.
Presenting the government’s declaration before the two legislative chambers, the head of government affirmed that the State is committed to a new social housing strategy, based on territorial justice and economic equity, reports Mosaïque FM.
“We are working to build modern neighborhoods, to sell or rent housing at reasonable prices, adapted to the income of citizens,” she declared.
The program provides:
- 13,400 social housing units (individual, collective and social lots),
- 11,770 beneficiaries targeted for the removal of rudimentary housing,
- An overall budget of 1,093.5 million dinars, including 505.5 MD for the 2026 phase.
A first phase — already launched — concerns 8,400 housing units and social lots, while a second wave of 5,000 units will begin in 2026.
An unprecedented rise in power
The 2026 program is distinguished by its unprecedented scale.
According to the 2022 annual report of the Ministry of Equipment and Housing, Tunisia had 11,185 social housing units completed on that date.
At the start of 2025, another report showed 9,527 housing units completed, including 7,353 already occupied.
For 2025, the government had only planned 5,000 new units.
The increase to 13,400 housing units in 2026 therefore reflects an increase of more than 160% compared to the recent annual average.
This program is part of the national plan to replace precarious housing, launched in 2012, and aims to provide dignified housing for low-income families.
The projects will be spread across all governorates, with particular attention to rural areas and working-class neighborhoods.
Despite this ambition, several specialists recall the chronic delays of previous programs, often hampered by land complexity and the lack of administrative monitoring.
The success of this new stage will therefore depend on the government’s capacity to convert programming into actual achievements.
