The Ministry of Equipment and Housing plans to launch in 2026 a new program of 1,000 rental-purchase homes intended for low-income employees. The details were given on Sunday evening by Minister Slah Zouari before Parliament meeting in a joint plenary session.
This system is in addition to several ongoing projects, including social housing, resorption of rudimentary housing and protection against flooding.
A relaunched leasing program
Before the deputies, Slah Zouari confirmed that 1,000 rental-purchase homes will be started in 2026 for employees with limited income.
A call for tenders will be launched in the first quarter of 2026, while work will start in the second half, after selection of companies.
This system is part of a strategy aimed at offering progressive access to property for households with modest resources.
Deliveries, construction sites in progress and new phase of 5,000 units
The minister recalled that nearly 4,800 social housing units have already been delivered. Another 2,000 units are to be finalized, part of which before the end of 2025 and the rest in the first quarter of 2026, as part of the first phase of the program.
At the same time, the department is preparing a second phase comprising 5,000 new housing units, for a total cost of around 300 million dinars.
The procedures are advanced: calls for tenders for 3,100 units have been finalized, 1,800 housing units will be launched in the first quarter of 2026, and an additional 1,900 will follow in the second half of the year. In addition, 919 housing units have already been built to replace rudimentary housing in all regions.
Neighborhood rehabilitation: a national project on several levels
The ministry is currently leading the second generation of the urban rehabilitation program, which concerns 160 neighborhoods for an investment exceeding 800 million dinars.
To date, 26 neighborhoods have been completed, 48 are under construction, 29 will see their projects start in 2026, the studies of 58 neighborhoods will be finalized soon for a rapid launch.
Zouari also indicated that the third generation of the program is in preparation, with consultations already underway with international donors.
