During a meeting with the government’s chief, President Kaïs Saïed strongly criticized the dysfunctions within several public services. He calls for sanctions against failing officials and pleads for an overhaul of the administration around competence and efficiency.
The President of the Republic, Kaïs Saïed, expressed, Wednesday, July 9, 2025, his deep dissatisfaction with the malfunction of several public services. Receiving the head of the Sarra Government Zaâfrani Zenzri at the Palais de Carthage, the Head of State considered that it was imperative to have the officials and managers who fave their duties.
“The money collected by any official comes from the Tunisian people and must be used at their service,” he said, denouncing the ineffectiveness of certain institutions which continue to mobilize important budgets without producing the expected results. In particular, he called into question the multiplication of administrative structures “without real role”, calling for rationalizing public spending and supporting effective establishments.

The president also insisted on the need to renew the elites and give way to a new generation of skills. “It is time for young people to take over from those who have not learned from the past,” he said, describing the public responsibility for “heavy load” which must be assumed with integrity.
The meeting also focused on the development of the development plan for the period 2026-2030. The summary report being finalized will serve as the basis for this bill, called upon to become a major repository for economic and social policies of the coming years.
