Tunisia: Kais Saied insists on the prohibition of subcontracting

The President of the Republic, Kais Saied, received, yesterday, at the Palais de Carthage, the Minister of Social Affairs, Issam Lahmar, and the Minister of Communication Technologies, Sofiane Hmissi.

This meeting focused mainly on a draft decree aimed at prohibiting the use of subcontracting in the public sector. It also discussed the dissolution of the public company Itissalia Services “Itissalia khadamat”, which specializes in telecommunications services, according to a press release from the Presidency of the Republic.

According to a press release from the presidency, this text is an extension of the reform of the Labor Code, which has already prohibited and criminalized subcontracting in the private sector. For the Head of State, guaranteeing employees professional stability and a feeling of belonging to the public institution is essential to improve productivity and strengthen engagement.

Kais Saied denounced the disguised forms of precariousness, established, according to him, by tailor -made legal frameworks, intended to serve particular interests. “There will be no more slavery or subordination under the guise of false legitimacy,” he said.

The president also reiterated his vision of a social state anchored in reality. “It is not a simple slogan, but a concrete political orientation that will result in the field, in all sectors and in all regions. It is a national liberation revolution that will continue until victory, “he said.

Let us recall, in this context, that the President of the Republic, had chaired on May 29 a meeting of the Council of Ministers at the Palais de Carthage, during which he had already insisted on the clarity and the scope of the draft decree prohibiting the use of subcontracting in the public sector, evoking the dissolution of the Itissalia Services.

On June 3, during a meeting with the Minister of Social Affairs, and that of communication technologies, Kais Saied announced a series of decisions aimed at definitively prohibiting the use of subcontracting in the public sector, qualified by the head of state of “disguised slavery”.

The President then confirmed that the draft decree in preparation will include the dissolution of the telecommunications services company and the reallocation of its employees in their current work places, according to the rules in force and the latest provisions of the Labor Code.
