Tunisia–Algeria: List of 25 strategic agreements signed

Tunisia and Algeria took a new major step this Friday in Tunis in the consolidation of their strategic partnership. On the occasion of the 23rd session of the Tunisian-Algerian Joint Commission, the two countries signed 25 agreements, executive programs, cooperation memorandums and twinning conventions covering a broader spectrum of sectors deemed priority.

The signing session took place under the chairmanship of the head of government, Sarah Zafrani Zenzri, and the Algerian Prime Minister, Aïmene Sifi Ghrib, in the presence of ministerial delegations from the two countries. The two officials underlined the common desire to accelerate economic integration, strengthen health and energy security, and develop exchanges in the social, cultural and media sectors.

The agreements signed reflect a political will to structure cooperation over the long term. In the diplomatic field, a first series of memorandums links the International Diplomatic Academy of Tunis and the Algerian Institute of International Relations. The media sectors are not left out: memorandums between public televisions, press agencies and national radios are paving the way for joint productions, content exchanges and reinforced cooperation in training.

On the economic front, several agreements aim to boost investment, trade and professional mobility. A partnership between the two countries’ investment promotion agencies provides for an executive program covering 2026-2027. Conventions also affect the sectors of insurance, the fight against money laundering, land transport and the joint operation of international lines.

Training, youth, culture and sport: strengthened societal cooperation

The session also allowed the adoption of executive programs relating to youth, culture, sports, employment and the promotion of women and the family. Structuring agreements have been signed in the areas of professional training, specialized education and support for people with specific needs.

In the cultural field, the two ministries adopted an executive cooperation program, while an agreement in the field of copyright strengthens the protection of works and creators.

Health cooperation is taking on a new dimension with a 2026-2028 program focusing on exchanges of expertise, medical research and training. Another convention links the two countries in the field of the pharmaceutical industry. The water sector also benefits from a framework agreement between SONEDE and the Algerian Water Company to improve management and sharing of expertise.

The two countries have also signed an agreement between the professional structures of fishing and aquaculture, as well as an agreement between the ministries of Agriculture and Hydraulic Resources.

All of the commitments were formalized in the final minutes of the 23rd session of the Grand Joint Commission, confirming the upward dynamic of Tunisian-Algerian relations.

  1. Memorandum of understanding between the International Diplomatic Academy of Tunis and the Diplomatic Institute and International Relations of Algeria.
  2. Memorandum of understanding between Tunisian Television and Algerian Public Television.
  3. Memorandum of understanding between the Tunis Afrique Presse Agency (TAP) and the Algerian Press Agency.
  4. Twinning and cooperation agreement between Tunisian Radio and Algerian Public Radio.
  5. Cooperation agreement between the Ministries of Agriculture of the two countries.
  6. Agreement between the Tunisian National Center for Training of Trainers and the Algerian National Institute of Vocational Training and Education.
  7. Executive program for cultural cooperation between the ministries of Culture.
  8. Executive program for health cooperation 2026-2028 between ministries of health.
  9. Twinning agreement between the Algerian General Labor Inspectorate and the General Directorate of Labor and Professional Relations in Tunisia.
  10. Memorandum of cooperation in terms of energy, new and renewable energies.
  11. Executive program for cooperation in the field of youth 2026-2027.
  12. Executive cooperation program in the areas of women, family, childhood and seniors 2026-2028.
  13. Cooperation agreement in the field of employment.
  14. Cooperation agreement in the fight against money laundering, terrorist financing and the proliferation of weapons in the insurance sector.
  15. Memorandum of understanding between the supervisory authorities of the insurance sector.
  16. Memorandum of understanding between the Ministries of Health and the Pharmaceutical Industry in the field of the pharmaceutical industry.
  17. Cooperation agreement between the national accreditation bodies of the two countries.
  18. Cooperation agreement between the Tunisian and Algerian professional fishing and aquaculture structures.
  19. Executive sports cooperation program 2026-2027.
  20. Framework agreement between SONEDE and the Algerian Water Company.
  21. Joint Operating Agreement of international passenger transport lines between the two public intercity transport companies.
  22. Memorandum of understanding between investment promotion agencies.
  23. Executive program 2026-2027 implementation of the investment memorandum.
  24. Memorandum of cooperation between the Higher Institute of Specialized Education of Tunisia and the Algerian Higher School of Teachers of the Deaf and Mute.
  25. Cooperation agreement between the national copyright offices of the two countries.
