Tunisia: a new bill to modernize sports structures

The government’s heading, Sarra Zaafrani Zenzri, chaired, Saturday, June 14, 2025 a ministerial council devoted to a new bill on sports structures.

This text aims to replace the 1995 law, deemed exceeded. It offers a complete reorganization of the sports sector in order to improve its governance and its efficiency. According to the head of the government, the reform is necessary to correct past dysfunctions and adapt the sector to national and international standards.

The bill, presented by the Minister of Youth and Sports, Sadok Mourali, introduces several key principles:

  • Democratization of sports structuresthrough the adoption of the vote for the designation of the members of the federations and their committees, in order to guarantee transparency and neutrality;
  • Transparency strengtheningin particular by the modernization of communication and data publication mechanisms;
  • Improvement of governanceto ensure healthy management of human and financial resources, and a fair course of competitions;
  • Professionalization of sports club managementby putting an end to current practices in favor of a clearer and structured mode of operation;
  • Diversification of funding sources sports structures;
  • Guarantee of the sustainability of public sports servicethanks to rigorous control devices.

By closing the council, Sarra Zaafrani Zenzri said that this bill constitutes a decisive turning point for the sector. It opens a new step, turned towards more integrated and more effective governance, and will serve as a base for other legislative reforms to come in the sports field.
