The conservative of land ownership, Wadii Rhouma, announced that the structures of the Ministry of State and Land Affairs are oriented towards the adoption of the signature and the electronic contract in the process of transfer of property.
In a statement to Mosaic FM, Rhouma said that the implementation of this project requires rigorous coordination between all the bodies involved in the drafting of acts relating to recorded real estate.
He also stressed that these electronic contracts will be certified by the National Electronic Certification Agency, which will guarantee their reliability and their legal certainty.
To date, the process has not yet been officially launched within the land ownership office, but it is part of a set of digital reforms under development.
Speaking during a study day on the digitization of the land register, Rhouma indicated that the digital land register is already operational, allowing users to consult the land titles remotely, as part of a strategy aimed at paperless administration.
He also announced that the citizen’s guide is now ready to be put online, awaiting the final approval of the Minister of State Domains.
In addition, the Office has updated the procedure guide, in force since 1997, in order to align it with recent decisions and texts of law. This guide will now serve as the main reference for agents responsible for instruction of files, in order to harmonize decisions within the regional departments.
