The government’s chef, Sara Zaafrani Zenzrichaired this Tuesday, October 7, 2025, at the Palais du Government at the Kasbah, a Ministerial council devoted to structural financial reforms aimed at establishing social justice and promoting fair development throughout the country.
By opening up the work of the Council, the government’s head of the government underlined the strategic importance of these reforms Kaïs Saïedin matters of social justice and balanced development between regions.
These reforms take into account the national and international economic changes and revolve around several axes:
- The realization of constitutional principles guaranteeing the right to fair growth and quality public services (health, education, transport, etc.);
- The adoption of a new participatory approachbased on the proposals of local, regional councils and regional councils for development projects;
- THE Strengthening the social role of the Statein particular through the creation of jobs and economic inclusion;
- The implementation of a fair tax systemlimiting tax evasion and incorporating the informal economy into the organized circuit;
- The affirmation of the principle of national autonomyby effectively mobilizing internal resources and ensuring compliance with state commitments, both national and international.
The Minister of Finance, Méchkat Salama El Khaldipresented a presentation detailing the policies envisaged within the framework of financial structural reformsin particular those linked to the management of public spending and the mobilization of state resources.
The new budgetary guidelines are aimed at:
- Consolidate the social model of the State by creating jobs, reducing unemployment and simplification of procedures for the benefit of local businesses, in accordance with Decree No. 3 of October 3, 2025 ;
- Protect purchasing power citizens and support limited income households;
- Encourage investment and decentralizationthrough projects from local and regional proposals;
- Reform and restructure public enterprises ;
- Strengthen vital sectors such as agriculture, health, transport and education;
- Accelerate the energy and ecological transition ;
- Support national production and local industry.
Regarding the mobilization of resources, the government relies on a strategy oriented towards:
- There Stimulation of growth and investment ;
- There fight against tax evasion and the integration of the informal sector;
- L’widening of the taxable base and the reduction in tax weight on individuals;
- L’incitement from Tunisians abroad to invest in their country ;
- THE Development of social housing ;
- And the Promotion of the digitization of public services and electronic payments.
By closing the meeting, Sara Zaafrani Zenzri insisted on the need for reconcile the social mission of the state and economic recoveryin a global vision aimed at establishing a fair growth and a true social justice through the entire Tunisian territory.
