Strong measures to facilitate the return of Tunisians from abroad in 2025

The government’s heading, Ms. Sarra Zaâfrani Zenzri, chaired Tuesday, May 6, 2025, a limited ministerial council at the Palais de la Kasbah, devoted to improving the quality of services in the fields of air, maritime and land transport, as well as administrative, digital and customs services.

This council is part of the implementation of the directives of the President of the Republic, calling for facilitating movements and procedures on land, port and airport borders, while guaranteeing better service to all Tunisian citizens.

As the summer season and the return of Tunisians residing abroad, the ministries and institutions concerned presented the measures taken to guarantee optimal reception. This includes in particular the acceleration of customs procedures, the digitization of administrative services, and the improvement of consular services abroad.

Among the flagship announcements:

Harmonization of the exchange plan for Tunisians from abroad, allowing them the same rights as residents: acquisition of real estate and shares, opening of accounts in Convertible Dinar, freedom of investment and repatriation of funds.
Special Tunisair offer for TRE: Tickets at reduced price in early purchase, increased luggage franchise (32 kg + 10 kg), free reservation change before departure and 50% reduction on agency service costs.
Support for low-income families: for the first time, the State will finance exceptional discounts on 4,000 tickets and 1,300 vehicles on board Tunisie-Europe ferries, and on 10,000 Tunisair tickets at a preferential rate (60% of the basic rate).
Advantageous family prices of the Tunisian Navigation Company (CTN) for Marseille – Tunis crossings (from € 1,372) and Genoa – Tunis (from € 1,191), with the possibility of staggered payment.
Deployment of the E-Consulate system in 21 diplomatic performances, with 37 consular online services, reservation of remotely appointments, and possibility of obtaining a passport in any embassy or consulate.
Exceptional opening of finance recipe counters near the border police department, including weekends and holidays, for the delivery of passports.
Strengthening the shuttles of the Tunisia transport company (TransTU) from Tunis-Carthage Airport.

The government’s heading has underlined the need for rigorous coordination between ministries, daily monitoring of services, and the completion of digitalization sites to simplify administrative procedures. It also called upon to strengthen the interconnection between the Ministry of Finance and the Central Bank, in order to facilitate the electronic payment of taxes and tax rights.

Finally, she urged banks to develop savings products and innovative financial solutions for Tunisians abroad.
