The Head of Government, Sarra Zaafrani Zenzri, convened a Ministerial Council on Saturday devoted to overhauling the public procurement system. At the heart of the discussions: modernizing a system considered obsolete, relaunching blocked projects and strengthening transparency in the use of public resources.
A reform presented as a lever for growth
At the opening of the meeting, Sarra Zaafrani Zenzri stressed that the revision of the public procurement system constitutes one of the State’s priorities. She presented this reform as a direct tool to stimulate investment, promote competition and accelerate the pace of completion of public projects.
The government wants to thoroughly review the decree governing tender procedures in order to ensure equal opportunities, freedom of participation, transparency and integrity of transactions. The objective is clear: to make the administrative apparatus more efficient and to strengthen the confidence of economic operators.
Governance, transparency and relaunch of projects
The Head of Government insisted on the need to break with the old mechanisms, accused of having slowed down or even paralyzed many public projects. She recalled that several vital sectors – health, transport, education – are directly dependent on fluid and rigorous management of public markets.
The envisaged reform aims to simplify procedures, support high value-added projects, encourage local and foreign investment and enable balanced development between regions.
According to Zenzri, this new vision must also support the priorities of the President of the Republic, Kaïs Saïed, particularly in terms of combating administrative delays and rationalizing public spending.
A new decree in preparation
A draft decree has already been drawn up after a detailed evaluation of the old system, based on the shortcomings noted in the application of Decree No. 1039 of 2014. The findings relate as much to the conclusion of contracts as to their implementation.
This new text should ensure better performance in the management of public contracts and strengthen the economic and social role of the State.
At the end of the meeting, the Head of Government indicated that the proposals discussed will be integrated and that accelerating the final drafting of the decree now constitutes a government priority.
