The President of the Republic, Kaïs Saïed, chaired a council of ministers on Friday August 29, 2025. He reaffirmed the state’s desire to move forward despite the obstacles, to fight illegal practices, to consolidate the social state and to reform distribution circuits to protect the purchasing power of citizens. The Head of State also mentioned the next school and university school year as well as the need for an administrative and cultural revolution.
Progression despite the difficulties
The Head of State opened the meeting by stressing that Tunisia is increasing despite abnormal phenomena that affect certain public services. He insisted on the central role of the vigilance and conscience of the Tunisian people to thwart attempts aimed at sowing doubt, despair and abatement.
Transparency and fight against illegal practices
Kaïs Saïed has denounced many abnormal practices whose sources and objectives are known. He said that the country’s security and stability are based on citizen conscience and the firm desire to face the challenges. According to him, the choices of the people will end up applying, despite the maneuvers and manipulations carried out by certain actors.
“Tunisia is moving resolutely, despite many dysfunctions in certain public services. The conscience of the Tunisian people and their full knowledge of realities will make it possible to thwart any attempt aimed at sowing doubt, despair and discouragement. (…) The deep consciousness of the Tunisian people, in this decisive period, remains the real rampart in the face of the various challenges ”.
Social State and Legislation
The president recalled that the social state is not a slogan, but a global orientation which must concern all sectors and the whole country. He stressed that all laws must meet the expectations of the population and that those who apply them must believe in it sincerely.
Justice and empowerment must continue with rigor. As for injured citizens, in particular long -term graduates and unemployed, they must see their rights guaranteed and the obstacles deleted.
Distribution reform and fight against speculation
Kaïs Saïed criticized the failure of the old distribution systems, which did not protect the purchasing power of citizens. He called for a new approach to put an end to speculation, monopoly and lobbies practices, now exposed to the light.
The Head of State warned that managers of embezzlement and corruption “will not remain unpunished”. He insisted that the dignity and justice of citizens are sacred and cannot be flouted by the corrupt and their allies.

Back to school and university: a national issue
Addressing the next school year and university, Kaïs Saïed stressed that it is not a simple annual meeting, but a strategic investment in the future of the country and its generations.
He insisted on the need to guarantee all the conditions of success: availability of school manuals and supplies within the deadlines, control of the quality of the equipment, security and maintenance of establishments as well as good organization of school and university transport.
Administrative and cultural revolution
In conclusion, the president said that the legislative revolution alone is not enough. It must be accompanied by a deep administrative transformation, crowned by a cultural revolution which will mark a definitive rupture with “the overview”.
According to him, the rights cannot be obtained by simple promises but by the strength of a just applied law firmly.
