During a meeting held Monday, May 5, 2025 at the Carthage Palace with the head of the government, Sarra Zaâfrani Zenzri, President Kaïs Saïed addressed several major axes linked to the management of public services. This meeting made it possible to take stock of the operating state of various state establishments, in a context of institutional crisis and increasing social pressures.
The president insisted on the need to “clean up” the administration, pointing to those he considers to have monopolized positions in the public sector without legitimacy, and which perceive responsibility as a source of privileges rather than a duty. This discourse is part of the continuity of a presidential rhetoric centered on the moralization of public life.
As an extension of this approach, Kaïs Saïed called to reopen the doors of employment in the public service, a recurring claim of young unemployed graduates. This signal could announce a change of course, after years of frosting of recruitments imposed by budgetary constraints and international commitments.
Finally, the Head of State gave his instructions for the preparation of the 2026 finance bill. He wants him to further reflect the social role of the State, in a context where social demands are multiplying, and while poverty and precariousness are constantly gaining ground.
