On April 8, 2025, a decree was published in the Official Journal of the Tunisian Republic, aimed at strengthening the state’s social role in housing.
This decree allows the Housing Agence (AFH) to acquire land belonging to the State or local communities at preferential prices. The objective is to create urbanized areas where part of the land will be specifically reserved for modest income families.
This mechanism provides for a 70 % reduction in the price of land, based on an estimate made by an expert in state domains. In return, at least 50 % of the lots arranged on these land will have to be assigned to households whose income is less than a certain threshold.
The “modest income categories” are defined as individuals whose gross monthly income does not exceed three times the guaranteed interprofessional wage (SMIG), a rule which also applies to couples, each spouse having to respect this limit.
