The president of the council of the second district and representative of Ben Arous in the Assembly of People’s Representatives, Ahmed Barouni, criticized Friday on National Radio the way in which the deputies modified the finance bill.
“The majority of additions have no link to the budget”
He affirmed that the ARP had introduced 155 articles, a volume which he described as “exceptional” and unprecedented, recalling that the previous record was around a hundred articles. According to him, the majority of these additions have no link with the finance law, which should normally be limited to revenue, expenditure and budgetary guidelines of the State.
Barouni considered that several proposals do not respect financial balances or the development plan, considering that certain deputies took advantage of the budgetary text to slip in measures of a populist nature, in a logic that he associates with early electoral campaigns.
The official recounted an exchange between an MP and a minister during the discussions: “We are responding to the will of the people. As for money and budget constraints, that concerns you. »
For Barouni, this episode illustrates a tendency to move away from the strictly budgetary framework that the finance law should respect.
