A reform of the national service being examined in the assembly

The office of the Assembly of People’s Representatives has examined a bill to reorganize national service, particularly within the framework of individual assignments. This text, supported by 41 deputies and registered on April 28, 2025, was sent to the Defense, Security and Armed Forces Commission, with the request for advice to the Finance and Budget Commission.

The proposal introduces two amendments to existing legislation. The first article modifies article 4 of law n ° 1 of 2004 relating to the national service. It opens the way to a revision of the methods of assignment, by allowing the calls to carry out their national service outside traditional military units, in particular within the framework of technical missions or civil cooperation.

One of the main novelties concerns the establishment of a monthly financial contribution for people assigned to individual or technical missions. The amount of this contribution, fixed by decree on a proposal from the Ministry of Defense, may not be less than 50% of the guaranteed minimum wage.

In the event of default, the amount due will be automatically entered in the registers of the General Treasurer of the Republic and recovered for the benefit of the National Service Fund. The methods of execution of this measure will be defined by a joint decree of the Ministers of Finance and Defense.

The second article in the proposal aims to modify articles 80 and 81 of the 1974 law n ° 101 on the finance law. The new text strengthens the idea that national service must contribute to the country’s economic and social development plans. He specifies that young people committed can be associated with the implementation of projects of national interest while benefiting from vocational training.
