“The government of His Majesty favorably plans the establishment in Palestine of a national home for the Jewish people”-(Lord Arthur James Balfour, Secretary of Foreign Affairs of the United Kingdom, November 2, 1917).
The First World War entered its last year. London seeks to strengthen its positions and obtain the support of the Zionist movement which develops within the Jewish communities of Europe and America.

“The government of His Majesty is favorably envisaging the establishment in Palestine of a national household for the Jewish people, and will use all its efforts to facilitate the achievement of this objective, being clearly understood that nothing will be made that can affect civil and religious rights of non -Jewish communities in Palestine, or to the rights and political status whose Jews enjoy in any other country.”
The letter was published in the London Times newspaper on November 9, 1917, by an insert entitled “Palestine for the Jews. Official Sympathy ”.
