Pharmacies: The CNAM announces an exceptional measure for policyholders

The National Health Insurance Fund (CNAM) announced that it has been decided, exceptionally, to allow social security insured persons registered in the private healthcare system to be reimbursed for the costs of medicines purchased in private pharmacies.

The CNAM specified, in a press release published this Wednesday, that “following the unilateral decision taken by the Tunisian Union of Community Pharmacists to suspend the application of the third-party payment system from December 8, 2025, it was decided, exceptionally, to allow social security insured persons registered in the private healthcare system to be reimbursed for medicines purchased from private pharmacies.”

The institution added that socially insured persons who have not been able to obtain their medicines through the third-party payment system must present a care reimbursement form filled out precisely by the insured person and by the pharmacist. This must include the medical prescription, the payment invoice as well as the medication stickers.

Suspension of drug delivery

It should be noted that the Tunisian Union of Community Pharmacists reaffirmed, last Monday, its attachment to the decision of its national office to suspend the delivery of medicines according to the third-party payment system for CNAM affiliates, starting Monday, December 8. The union indicated, in a press release published after the meeting of its national council, that “this decision arises due to the absence of concrete solutions and real guarantees for compliance with payment deadlines on the part of the CNAM”.

The Community Pharmacists’ Union renewed, in the same press release, its willingness to resume the application of the third-party payment system as soon as serious guarantees are put in place to resolve the crisis of payment deadlines and establish a sustainable and transparent financing mechanism, putting an end to charges which do not fall within the pharmacist’s missions.
