The Office of the Assembly of People’s Representatives decided on Wednesday the timetable for the second part of the joint plenary session devoted to the examination of the 2026 finance bill.
The presentation of the report and the general debate will begin on the morning of November 28, before the passage to successive votes. Final adoption must take place before December 10, in accordance with constitutional deadlines.
Schedule and organization of work
Chaired by the president of the ARP, Ibrahim Bouderbala, the Bureau of Parliament validated the programming of the joint session bringing together deputies and members of the National Council of Regions and Districts. Friday, November 28 at 9:30 a.m. will be devoted to the presentation of the joint report of the finance and budget committees of the two chambers, followed by a general debate around the text.
The following days will be dedicated to votes in stages: deputies will first vote on the provisions of the project, including the appropriations for missions and special missions as well as the articles, then on the text as a whole. Then, the National Council of Regions and Districts will in turn vote on the version adopted by the Chamber of Deputies.
Parliament recalls that the final adoption must take place no later than December 10, 2025, a deadline imposed by the third paragraph of article 78 of the Constitution.
Other decisions of the Bureau and procedural follow-ups
In addition to budgetary planning, the Office examined the written questions sent by deputies to members of the government, and decided to send 135 questions to the ministers concerned.
Discussions also focused on the renewal of parliamentary structures before the end of the year. It was decided to use December 10 as the reference date for calculating the numbers of the blocks and the group of non-registered people. Applications to sit on the Bureau and in the standing committees can be submitted from December 11 to 16, 2025.
The process of adopting the 2026 budget is taking place within a renewed institutional framework since the entry into force of the new bicameral architecture. Coordination between the two parliamentary levels – territorial and national – constitutes a functioning test for the legislative mechanism.
