A leak published Tuesday by Bloomberg reveals the existence of a document that two advisers close to Vladimir Putin would have prepared to influence the future American plan on the war in Ukraine. The case concerns a telephone conversation of October 29, 2025, of which the media claims to have listened to the recording, involving Yuri Ushakov, Putin’s main diplomatic adviser, and Kirill Dmitriev, economic adviser to the Kremlin.
kyiv is already expressing its concern, while Moscow is talking about a “manipulated leak”.
A Russian “document” intended for the Trump team
According to Bloomberg, Ushakov and Dmitriev are discussing a note drafted from the Russian position, which Dmitriev claims to want to transmit “informally” to Donald Trump’s entourage, while presenting it as an “uncoordinated” suggestion with Moscow.
Dmitriev: “We will draw up a document according to our position and I will transmit it informally, specifying that everything is informal. They will then act as if it were their own document. »
Still according to the transcript, Ushakov fears that the American team could later claim that the text was “validated” with Moscow, which would make the conversation politically sensitive.
An unofficial channel already mentioned in a first leak
This new leak comes after the publication, on Monday, of another conversation between Ushakov and Steve Witkoff, a businessman close to Donald Trump and presented as an unofficial envoy in the exploratory discussions on a future peace plan.
In this call, also revealed by Bloomberg and taken up by the Associated Press and Reuters, Witkoff mentioned avenues for territorial compromise, which provoked cautious reactions in Washington and Europe.
The reactions
Ukrainian officials are watching the revelations with concern, fearing that future U.S. discussions on the war will be influenced by non-public Russian proposals as fighting continues near Kharkiv, Donbass and the south of the country.
For kyiv, the very existence of these exchanges suggests that the Kremlin is seeking to influence the diplomatic orientations of the new American administration in advance, a few months before it takes office.
Kirill Dmitriev denied Tuesday via a social media post that the conversation reflects an attempt to influence Washington, calling the Bloomberg report “fake.”
The Kremlin, for its part, did not deny the existence of the calls but denounced a leak “aimed at disrupting international contacts”.
Reuters reports that Ushakov said only that he “will stay in touch with Witkoff” to clarify the situation.
In the United States, several media outlets note that the Trump team has not yet officially reacted.
European officials – according to diplomatic sources cited by Le Monde and the Guardian – fear that a future American plan could integrate “elements from a Russian matrix”, even indirectly.
