The joint plenary session of the Assembly of People’s Representatives and the National Council of Regions and Districts was held on Thursday, November 13, 2025 under the chairmanship of Ibrahim Bouderbala, in the presence of Minister of State Domains and Land Affairs Wajdi Hedhili, for the examination of his ministry’s budget for the year 2026.
This session highlighted the strategic role of the department in the management of the State’s public and private land assets, as well as the challenges linked to the regularization of land situations and the modernization of the legal framework.
A vast legal compliance project
Wajdi Hedhili, announced that more than 4,000 properties falling under “foreigners’ property” have been regularized out of a total of 7,200 files.
According to the minister, these goods – resulting from agreements concluded between Tunisia and France after independence – are part of a vast legal compliance project carried out by the ministry. Hedhili added that a new legal framework is being revised to simplify transfer procedures and overcome the obstacles that have hampered the regularization of the rest of the files.
The minister also revealed the preparation of a bill aimed at unifying the confiscation commissions and improving the management of assets seized since 2011, in coordination with the Prime Ministry and the institutions concerned.
Registration and digitization of land assets
Concerning the protection of the private domain of the State, Hedhili insisted on the importance of the land register as an essential guarantee against attacks. He announced the launch of a priority registration project for public property, with an initial budget of 900,000 dinars.
Furthermore, the ministry has completed the digitization of more than 10,000 real estate properties in a unified database, in collaboration with the Topography and Cadastre Office as well as the National Remote Sensing Center, with a view to transparency and the fight against corruption.
Hedhili also called for an in-depth review of the State Domains Code, in order to modernize it and introduce more dissuasive provisions against attacks on the public domain, judging the current legislation insufficient to stem recurring violations.
Public land at the service of major projects
The minister stressed that his ministry makes state land available for public projects for a symbolic dinar. Recent operations include 400 hectares for industrial zones, 4,500 hectares for STEG to develop renewable energies in Sidi Bouzid, Tataouine, Gafsa and Kairouan, 18 hectares for the King Salman hospital, and 550 hectares for the Kairouan Medical City.
