Tunisia: 2026, the great return of recruitment in the civil service

The Minister of Finance, Méchkaat Selama Khaldi, announced that the year 2026 will mark the return of recruitment to the public service, after several years of partial freeze. This decision, according to her, reflects the State’s desire to strengthen social justice and stabilize the professional situations of several categories of workers.

Speaking on Wednesday evening during a joint plenary session between the two houses of Parliament, devoted to examining the budget of the Ministry of Finance, the minister specified that more than 51,878 positions will be open for recruitment in 2026.

At the same time, 12,942 construction site workers, 1,350 doctorate holders, as well as 13,837 primary and secondary substitute teachers will see their situations regularized, in addition to 1,066 physical education teachers.

According to Méchkaat Selama Khaldi, this hiring and salary adjustment policy is part of a logic of redefining the role of the State as guarantor of equity and social cohesion. However, she recognized that these measures will have an impact on the budget deficit, estimated at 6.4% for the 2026 financial year, according to projections in the finance bill. The minister added that this gap could be compensated by the revival of public and private investment, considered essential to stimulate growth.

On the fiscal front, the minister recalled that taxation remains the main source of financing for the State. At the end of October 2025, the General Directorate of Taxes collected 5,498.4 million dinars, including 1,274.3 million from direct payments, confirming an improvement in the performance of the tax administration.
