- An increase driven by recruitment, salaries and the strengthening of hospital operations
The budget of the Ministry of Health will represent 5.4% of the proposed state budget for the year 2026, or 5,548 million dinars (MD), up 9% compared to the 2025 financial year.
This project was presented on Tuesday during a joint session of the Committee on Health, Women, Family, Social Affairs and Persons with Disabilities at the Assembly of People’s Representatives and the Committee on Services and Development at the National Council of Regions and Districts.
An increase linked to recruitment and payroll
The budget is made up of 1198 MD of own resources, 3992 MD of state grants, 258 MD of external loans and 100 MD from the Support Fund.
The increase recorded is mainly attributed to the increase in remuneration expenses, due to new recruitments planned for 2026: 4,000 positions will be open compared to 3,500 in 2025.
In addition, 4,400 promotions are planned (compared to 4,100 in 2025), as well as 100 additional medical intern positions, intended in particular to strengthen emergency services.
Support for hospitals and debt clearance
Concerning the operating budget, an envelope of 290 MD will be allocated to support regional hospitals and public health establishments, in particular through an exceptional subsidy intended to settle the debts of the Central Pharmacy.
In comparison, this envelope was only 150 MD in 2025. The contribution from the Support Fund will remain stable at 100 MD.
The ministry also plans 780 MD of investments, or 134 MD more than in the initial finance law of 2025. Among these amounts, 258 MD will come from external loans, distributed between ongoing projects (525.3 MD) and new projects (254.7 MD).
