The Minister of Equipment, Salah Zouari, announced this Monday that 1,000 housing units will be made available to citizens from 2026 as part of a new rental-ownership program. This system, included in the 2026 finance bill, aims to facilitate access to property for employees, particularly those with modest incomes.
Initial financing of 25 million dinars
The State has reserved an envelope of 25 million dinars for the launch of the program, specified the minister at the microphone of Mosaïque FM. This balanced budget will make it possible to start the work, with the possibility of progressive financial reinforcement depending on the progress of the project.

The land intended for these constructions has already been made available by the ministry for a symbolic dinar, in order to encourage the speed of implementation.
A mechanism adapted to low incomes
The rental-ownership system offers a progressive formula for access to property: beneficiaries rent their accommodation for a given period, their monthly payments including a portion of the price of the property. At the end of the contract, they become full owners.
This measure primarily targets employees receiving the SMIG, with a stated objective: to promote the residential and social stability of the most vulnerable households.
At the same time, the Ministry of Equipment is continuing the second generation of the rehabilitation and integration program for residential neighborhoods, targeting 160 neighborhoods in 99 municipalities, for a total investment of 868 million dinars.

This vast project provides for the modernization of infrastructure (sanitation, roads, lighting), the creation of collective facilities (cultural centers, sports areas, infrastructure for youth) and the development of economic and craft zones.
The minister also underlined that 700 million dinars were allocated for the construction of 5,100 private housing units as part of a complementary program to the national housing plan.
