The first data from the finance bill for 2026 confirm a clear social orientation, aiming for social justice, the protection of vulnerable categories and the strengthening of purchasing power, while maintaining the overall financial balance of the State, reports Mosaique fm..
A general increase in salaries and pensions
The project provides for an increase in salaries and pensions in the public and private sectors over the period 2026-2028, according to article 15 of the text, fixed by decree. These measures aim to consolidate the purchasing power of workers and retirees and to strengthen social cohesion.
Employment and social rescue plan
Exceptional provisions target the employment of the long-term unemployed, with adapted training and integration programs. The project also includes a rescue plan for social funds, based on the diversification of their sources of financing and the creation of a special fund to stabilize their balance.
The government also plans support for large public companies, such as the Compagnie des Phosphates de Gafsa and Sucre Tunisie, in order to ensure their recovery and sustainability.
New tax and customs measures
To strengthen tax justice, the budget introduces a wealth tax. Exceptional customs and tax measures also allow the regularization of seized goods under easier conditions. Specific aid is also provided for people with disabilities and small farmers.
The draft budget provides specific support for the health system, including:
- Exemption from VAT on local purchases of reagents, solutions, equipment and medical supplies intended for the monitoring and control of medicines,
- Grant of this same tax advantage upon presentation of a temporary exemption certificate issued by the tax services,
- Extension of customs and tax exemptions to imported medical equipment, including for military health structures.
Article 17 stipulates the suspension of VAT and customs duties on medical equipment imported directly or through the Ministry of Defense.
The office of the Assembly of People’s Representatives will meet on Thursday October 16, 2025 to examine the project, transmit it to the finance committee and set the schedule for plenary sessions devoted to the discussion of the budget and ministerial missions.
