The Minister of State and Land Affairs, Wajdi Hadhili, announced on Monday, during a plenary session in the assembly of people representatives in Bardo, that his department is in the process of developing a new vision to amend the government decree n ° 504.
This initiative aims to solve the problem of the 1,200 residential agglomerations, bringing together some 150,000 dwellings, and will be subject to the government’s presidency.
Hadhili explained, during this dialogue session which coincides with the 61st anniversary of the agricultural evacuation, that these agglomerations are erected on real estate belonging to the private domain of the State.
These lands were monopolized or “occupied” by citizens during a particular political period.
However, being considered as frozen goods, these properties are excluded from the economic circuit, thus preventing the inhabitants from mortgaging or selling them, for lack of property titles.
Solutions proposed
The Minister said that the solutions envisaged in the amendment include the automatic modification of the legal nature of these goods, with their integration into the fragmentation commissions, since it is initially agricultural land.
The project also provides for the development of nominative lists of the owners of housing forming these agglomerations, in order to register them in the land register, thus allowing them to regularize their situation and to have legally their goods (sale or mortgage), for a modest fee.
The Minister described Decree No. 504 as a daring initiative, aimed at establishing social peace and integrating these goods into the economic circuit.
