Government Crisis – UGTT: Kasbah retaliates and ends union detachment

The government’s chef, Sara Zafrani Zanzariissued on August 11, 2025 the Circular n ° 11 putting an end to all the authorizations of union detachment previously granted, declaring them null and not avenues from its publication.

Sara Zafrani Zanzari justifies this decision by affirming that this practice has no legal basisneither in the general status of the public service, nor in that of companies and public establishments. She recalls that the legislator has only provided for four legal situations for an agent: effective exercise, non-activity, detachment or military service.

This measure intervenes in a climate growing tension between the government and the UGTT. In recent months, several public exchanges have shown that “the current no longer passes” between the union center and the executive, against the backdrop of disagreements concerning economic and social reforms.

The president Kaïs Saïed had recently expressed criticism of the UGTT, while the union center decided to descend into the street to protest.
