This cape is a symbolic garment of certain countries of the Middle East such as Qatar. It is traditionally worn by men for special occasions and is also associated with royalty.
This cape, which surprised Messi, was given to him just before the trophy is handed over by the president of FIFA Gianni Infantino and the Emir of Qatar, Tamim Ben Hamad Al-Thani.
