Tunisia: the debts of sports clubs towards the CNSS will be re -calibrated over five years

On the instruction of the President of the Republic, the Ministry of Youth and Sports announced on Tuesday the establishment of a payment schedule for social debts of sports associations.

A lightening plan for social debts

In a press release published Tuesday, July 29, 2025, the Ministry of Youth and Sports (MJS) announced that it was decided to re -enter the debts of Tunisian sports associations towards the National Social Security Fund (CNSS).

This measure, taken on instruction from the President of the Kaïs Saïed Republic, provides for a five -year clearance plan.

Relief for clubs in difficulty

According to the ministry, this initiative aims to reduce financial pressure on clubs and facilitate their participation in national and international competitions.

This decision could represent a puff of oxygen for many sports structures in difficulty, often excluded from certain competitions due to unregulated social debts.

The current total amount of debts of sports associations towards the CNSS on a national scale was not communicated, but it is known that in June 2022, eight clubs of Ligue 1 had accumulated approximately 55 million dinars of debts with the CNSS. As an isolated example, the Sahel sports star reported a debt of 11 million dinars in early June 2025 to the CNSS

These amounts do not reflect the total debt of all sports associations-including disciplines such as handball, basketball, omnisport clubs, etc. – for which no data is available publicly.

Current reform of the Legal Sports Framework

The press release also specifies that a new bill relating to sports structures is being developed. This reform should redefine the functioning and governance of clubs, in a sector in crisis marked by chronic financial problems, poor management and the absence of sustainable economic models.
