Tunisia: a first pilot operation for buildings threatening ruin

The Minister of Equipment, Salah Zouari, announced on Friday June 13, 2025 that the first pilot operation for the application of the law on buildings threatening ruin will be launched before the end of the year. This announcement was made during a dialogue session held at the National Council of Regions and Districts, as part of a strategic plan made up of eight objectives to revitalize the housing sector in Tunisia.

The Minister described this law as “extremely important”, claiming that his execution mechanisms have been defined and that his implementation will begin in 2025, with a prosecution in the following years. The displayed objective is Guarantee decent housing to all Tunisiansin particular by rehabilitating degraded or dangerous buildings in urban areas.

In the same frame, Salah Zouari expressed its optimism as to the rise of the first accommodation programan initiative allowing first-time buyers to buy a property with state support. According to him, the New measures introduced in 2025 should encourage more citizens to benefit from it, in particular young couples and middle classes.

Another flagship ad: The Housing Land Agency (AFH) will start, from 2026the provision of social lots as part of a special program. These are state -owned land, taken from the Public land heritageand which will be intended for the construction of housing at moderate cost, accessible to modest income families.

The minister also highlighted the upcoming activation of rental-accession mechanismconsidered the main pillar of the strategy adopted by Tunisia to relaunch the sector. This system will allow citizens to rent accommodation at first, then become a owners gradually. It is a solution designed to bypass the buzzers of rents and facilitate access to housing, especially for low -income households.

Salah Zouari insisted that this approach will contribute to Rehabilitate the social role of public promoters In the real estate sector, a role that had been considerably weakened over the decades. It also aims to meet the urgent needs of citizens, in a context of housing crisis and increasing urban pressure.
