Tunisia – Recruitment of unemployed graduates: the law adopted in committee

Tuesday, July 22, 2025, the strategic planning commission at ARP adopted a bill aimed at the exceptional recruitment in the public service of long -term unemployment graduates. The text in particular concerns people over 40, without fixed income or social affiliation.

The parliamentary committee responsible for strategic planning, sustainable development, transport, infrastructure and regional planning has adopted its final report relating to the bill n ° 23-2023.

Eligibility conditions

This proposal, carried by the block “so that the people triumph”, provides for exceptional provisions to allow the integration into the public service of graduates in prolonged unemployment.

This law specifically targets graduates aged over 40, registered for more than 10 years in employment offices, not affiliated with a social security or retirement regime, without a tax identifier, without contracted loan, and whose spouse is not affiliated with the public service.

The text includes 11 articles, specifying the criteria, the conditions of eligibility and the mechanisms of integration into the public service or the public establishments.

Integrate several superior graduates in unemployment

For more than a decade, unemployment of graduates of higher education has been a structural crisis in Tunisia. Several sit-in, hunger strikes and social movements were organized by this fringe of the population, including those of “unemployed graduates of over 10 years”.

This bill is part of a series of similar proposals debated without success during previous legislatures, blocked in particular for budgetary or legal reasons.
