The Assembly of People’s Representatives (ARP) rejected yesterday the transition to the examination of the articles of the bill, thus blocking the advancement of this controversial proposal.
Indeed, the Assembly of People’s Representatives began on Monday, July 21, 2025, the examination of a bill for general amnesty for the authors of the emission of without provision not exceeding 5,000 dinars.
Submitted under the 08/2025 reference, this text was discussed in plenary session in the presence of representatives of the legislative initiative. It is part of a desire to unclog Tunisian courts and prisons, while promoting the economic reintegration of the condemned.
Concretely, the proposal provides for a partial criminal amnesty, while preserving the civil rights of the creditors, who will always be able to initiate proceedings to recover their claims.
The initiators of the project justify this measure by the disparity of legal proceedings according to the courts, the administrative heaviness of the regularization, as well as the impact of economic and social crises, which have weakened the debtors.
During the general debate, several deputies called for expanding the field of amnesty to all the detainees concerned by vouchers without provision, without distinction of amount. Others estimated that the cap at 5,000 dinars emptied the law of its meaning and favored justice at two speeds.
