Disappearance of Chawki Gaddès, former president of the INPDP and figure in Tunisian public law

Chawki Gaddès, former president of the National Protection of Personal Data Protection (INPDP) and eminent specialist in public law, died on Friday after a long fight against the disease. His death arouses great emotion in legal and institutional circles.

The Tunisian academic and legal world is in mourning. Chawki Gaddès, former president of the National Protection of Personal Data Protection (INPDP), died on Friday July 4, 2025, after a long illness, his family announced.

Holder of a law degree from the University of Tunis, Chawki Gaddès has marked the country’s higher education and legal institutions. Professor of constitutional, administrative and human rights since 1987 at the Faculty of Legal, Political and Social Sciences in Tunis, he contributed to the formation of several generations of Tunisian lawyers.

In 2015, he was appointed head of the INPDP, a key institution in the defense of privacy and individual freedoms in the digital age. He will remain president until July 2023, working for eight years to promote the culture of the protection of personal data in Tunisia.

His commitment to fundamental rights and the rule of law was unanimously praised, both in Tunisia and internationally. The office of the Council of Europe in Tunis expressed, Friday, its “deep sadness” on Friday and pays tribute to “a fervent defender of the right to privacy and human rights”.

The Tunisian association of constitutional law, of which he was the vice-president and former secretary general, also expressed his great emotion, welcoming the memory of a “rigorous and committed jurist” and presenting his condolences to his family and relatives.

Chawki Gaddès leaves behind a considerable legal and academic heritage, as well as deep respect for his integrity and dedication to the service of democracy and freedoms.
