The Tunisian Organization for Consumer Orientation (OTOC) is sounding the alarm. In a press release published this Tuesday, July 8, it calls for the immediate suspension of concessions granted for the removal of vehicle on offense (“Changuel”) and immobilization by hoof, believing that these practices are, in certain cases, contrary to the law.
According to the organization, several municipalities – at the forefront of which that of Tunis – would be affected by recurring overruns in the application of these procedures. It denounces attacks on the rights of citizens guaranteed by the Constitution, as well as clear violations of the legal framework governing these services.
Faced with this situation, the NGO pleads for the urgent establishment of a compensation mechanism for the benefit of injured users, with the obligation for partner insurance companies to guarantee the repair of the damage suffered. It also calls for the creation of an official reception and processing system for complaints related to the abuses noted in the field.
Finally, the organization proposes to modernize the management of parking and control of traffic offenses based on technological solutions: mobile applications, electronic notifications or digital surveillance systems. Objective displayed: guarantee transparency, prevent abuse and establish real administrative equity.
