Tunisia: a deputy accuses the head of the ARP of blocking legislative activity

The deputy in the Assembly of People’s Representatives, Dhafer Essghairi, said this Friday, July 4, 2025 that the parliamentary academy slows down legislative work within the Parliament, causing the postponement of the examination of several already ready bills.

Speaking on Express FM, the deputy said that four legislative texts are currently finalized and awaiting adoption. This is the draft law on artists, that relating to private universities, the amnesty bill for offenses linked to unpaid checks, as well as the amendment of article 96 of the penal code. “It only remains to set a plenary session date for their adoption,” he said.

Dhafer Essghairi denounced a “real blockage of the legislative process”, believing that there is no valid justification for the absence of plenary sessions devoted to the examination of these important texts, which directly concern the interests of Tunisian citizens.

He also noted that the plenary sessions scheduled so far are limited to hearings, which he has ironically qualified as “heart-tone” sessions, intended to hear some ministers without approaching the background of bills.

Finally, the deputy pointed out the president of the Assembly, which he accuses of deliberately blocking the examination of these projects. “There is only one person in Parliament who decides when a law passes or not,” he said.
